1: Preheat your oven to 350°F (175°C) and grease & flour two 9-inch round cake pans.
2: In a large bowl, whisk together flour, sugar, cocoa powder, baking soda, baking powder, and salt.
3: Add eggs, milk, oil, and vanilla extract; mix until smooth, then stir in the boiling water (the batter will be thin).
4: Fold in the chocolate chips for an extra burst of chocolatey goodness.
5: Pour the batter evenly into the pans and bake for 35 minutes, or until a toothpick comes out clean.
6: For the ganache, heat the heavy cream until it simmers, pour it over the chopped dark chocolate, and stir until silky smooth.
